REQUEST FOR PROPOSAL (RFP) Photo Enforcement Program The City of Casa Grande seeks a professional firm experienced with design and installation of traffic photo enforcement systems. Selected firm will be responsible for design and installation of photo enforcement systems as outlined in this Request for Proposal. The City of Casa Grande will accept competitive sealed proposals for design and installation of a Photo Enforcement Program through July 17, 2008. Proposals shall be in the actual possession of the City on or prior to the exact date and time indicated below. Late proposals and fax or email proposals will not be considered. Proposals shall be offered in a sealed package with “RFP – Photo Enforcement Program” and the offeror’s name and address clearly indicated on the front of the package. Proposal should be printed in black ink on white, 8 ½” x 11” paper. Please contact the Casa Grande, City Clerk’s office for complete RFP specifications @ 520-421-8600 X1120. The City of Casa Grande reserves the right to waive any informalities or irregularities in this Request for Proposals, or to reject any or all proposals; to be the sole judge of the suitability of the materials offered, and to award a contract or contracts for the furnishing of one or more items of the services it deems to be in the best interest of the City. City of Casa Grande Request for Statement of Qualifications for Design of the Airport Signage and Runway/Taxiway Lighting and Project The City of Casa Grande requests Statements of Qualifications, in accordance with FAA Advisory Circular 150/5100-14D. Professional Engineering Services are required to design replacement of the failing runway and taxiway lighting at Casa Grande Municipal Airport. The project includes a vault, new transformers, new conduit and wiring. Submittal Requirements As outlined in AC-150/5100-14D, the Engineering Services will include:
Review Process After Statements of Qualifications are received, the Selection Board will evaluate and rank each submittal. The evaluations will be based on how well each submittal has demonstrated the strength of the company, track record, quality of projects, experience of the proposed team and reference checks. The most qualified firms will be asked to submit a proposal for professional services. The City will negotiate to confirm the scope of services and the cost. If agreement is reached we will award the contract. If agreement is not reached we will negotiate with the second most qualified firm. General Terms and Conditions A. This Request for Statements of Qualifications does not commit the City to enter into an agreement, to pay any cost incurred in the preparation of the Statement of Qualifications to this request or in subsequent exclusive negotiations, or to contract for this project. B. Modification for withdrawal of qualification submission At any time prior to the specified time and date set for the Statement of Qualifications submission, a Proposer, or his designated representative, may with draw the Statement of Qualifications. C. Reservation of Rights by the City The issuance of the request for Statements of Qualifications and the acceptance of the submitted Statements of Qualifications do not constitute an agreement by the City that any contract will actually be entered into by the City Casa Grande. The City of Casa Grande expressly reserves the right to: 1. Waive any immaterial defect or informality.
D. Submittals as Public Records The confidentiality of the submittals will be maintained until the time and date established for the initial submission of all Statements of Qualifications. Thereafter each submittal will not be considered confidential and information contained therein shall not be treated by the City as either confidential, proprietary or trade secret information. The contents of the Statements of Qualifications shall be considered Public Records of the City. E. Right to Disqualify The City reserves the right to disqualify any Proposer who fails to provide information or data requested hereby or who provides materially inaccurate or misleading information or data. Further, the City reserves the right to disqualify any Proposer on the basis of real or apparent conflict of interest that is disclosed by the Statement of Qualifications or any other data available to the City. This disqualification is at the sole discretion of the City. By submission of a Statement of Qualifications hereunder, the Proposer waives any right to object now or at any future time, before any body or agency, including but not limited to, the City Council of the City, or any Court, as to the exercise by the City of such right to disqualify or as to any disqualification by reason of real or apparent conflict of interest. F. Incurred Costs Each Submitter will be responsible for all costs incurred in preparing a response to this Request for Statements of Qualifications. All materials and documents submitted in response to this Request for Statements of Qualifications will become the property of the City and will not be returned. Proposers selected for further negotiations, as well as the Proposer ultimately selected to enter into a contractual agreement with the City of Casa Grande will be responsible for all costs incurred by it during negotiations. Submissions Four copies of the Statement of Qualifications must be submitted by 5:00 p.m. on July 19, 2008. Statements of Qualifications submitted after that time will not be considered.
