Police Advisory Board Police Advisory Board


This Board works with the Police Department and public to identify public safety and law enforcement issues of concern to the community or portions of the community. It provides recommendations to the Police Department regarding how issues should be addressed. The term of office for members is two years.

Member Barbour moved to approve the minutes of July 14, 2011. Member Badger seconded the motion and was carried unanimously.

G.1 Strategic Plan Update

Chief Huddleston provided the Board an update on the strategic plan. He distributed the handouts that were submitted to the City Council in December. Chief Huddleston updated the committee on the following:

• Goals and objectives that were established in the strategic plan.
• Objective Teams have been assigned to each one of the objectives
• Went over the management action plan which was designed by Daniel Ortiz, Management Analyst and Carl Neu, Strategic Planning specialist.

Chief Huddleston also added that he will be providing periodically, reports to the City Manager.

Member Lynch commented that she liked the format of the report, due to the attention to detail, but would also like to see in the report dates and a summary of progress.

Chief Huddleston conveyed that they are in the transition of a software upgrade, which Mr. Barbour had suggested. The software is used to keep track and is named “MindView for Business”.

Billie Davis suggested that it may be good to have an implementation schedule on objectives. Chief Huddleston agreed, and stated that is where they are headed.

G.2 Crime Trend Update

Commander Horn provided and reviewed to the Board statistics pertaining to crime trend in Casa Grande.

Commander Horn introduced the new crime analyst, Cindy Irby to the Board. Ms. Irby joined the Police Department in December 2011. She compiled the statistics pertaining to crime trends in Casa Grande.

Commander Horn reported the Staffing for Patrol Division to the Board. He advised that a corporal who was elected to accept the position as a detective, elects to give up his corporal rank, therefore there is a vacancy. The City Administration Services is conducting the promotional process recruitment. They are also in the process of getting a police transport officer on board. He also stated that they have five young officers that are finishing their Officer-in-Training Phase. He further explained that the officers have completed the police academy field training process. They are in their final week, doing what is called shadowing week. Basically their training officer simply goes with them as a shadow, not to intervene unless, there is obviously a life or death situation or someone’s rights are being violated. The officers that were in training last year, were hired because the department was considered to be below normal strength. Four officers are being paid with a federal grant. The hiring, academy and field training process takes about a year.

Commander Horn also informed the committee on robbery incidents that have occurred in Casa Grande.

Public/Board Comments

Mr. John Holland of 103 East Colla Street, Casa Grande, expressed his support of the Police Advisory Board. He also acknowledged Chief Huddleston and Staff for their hard work. Mr. Holland distributed information to the board concerning community policing partnership and theft in the community.

Member Vanderpool welcomed on board Ms. Cindy Irby, new police crime analyst. Member Vanderpool conveyed that Ms. Irby brings a lot of knowledge and expertise on networking through law enforcement.
