Ideal candidate is an individual who can direct and manage assigned Public Works divisions’ activities and employees; will serve as the City Engineer.
SALARY: $76,328 - $105,464 paid bi-weekly with appointment normally made at the entry level step. Forty hours per week with additional hours as necessary. This position is exempt under the provisions of the FLSA.
MINIMUM REQUIREMENTS: Bachelor’s degree in Civil Engineering, and seven (7) year’s professional civil engineering experience; or an equivalent combination of education and experience.Registered as a Civil Engineer by the Arizona State Board of Technical Registration and a PE registration. Possess a valid Arizona State Drivers License or ability to obtain one.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Directs the daily operations and staff of the assigned divisions; coordinates activities and development plans with state and Federal regulatory agencies.
· Manages department projects, assigned staff and contracted professional services providers; assures proper execution of all phases of assigned programs and projects. Analyzes financial and resource information; develops and manages budgets.
· Directs the development of project design, scope of work, criteria, standards and specifications; resolves complex problems, and assures conformance to project plans, accepted engineering practices, and to city, county, state, and federal regulations.
· Researches, develops and recommends policies by continuous assessment of the needs and processes of the department operations, including standard operating procedures.
· Analyzes and implements strategies to accommodate the changing requirements of the department to meet the goals established by city management. Serves as a liaison between various regional organizations and state and Federal agencies.
· Prepares and presents reports on project performance and financial status; participates on various technical and advisory teams, providing advice and information on project status.
· Functions in the role of City Engineer; coordinates engineering functions and provides guidance and assistance on engineering contract issues. Assures project deliverables meet scope, schedule, cost and quality requirements.
· Directs the daily activities of assigned staff; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance.
· Writes various analytical reports, and makes technical estimates of a specialized nature in connection with various projects.
· Meets regularly with staff to discuss and resolve workload and technical issues; develops goals and priorities; monitors operations to identify and resolve problems. Performs other duties as assigned or required.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
· Knowledge of City organization, operations, policies and procedures; fundamentals of civil engineering, mathematics and physics.
· Knowledge of the methods and techniques of the design, construction and maintenance of public works projects.
· Knowledge of procedures and techniques for evaluating construction contract compliance.
· Knowledge of Federal, state, City and county policies, procedures, codes, regulations and ordinances related to civil engineering.
· Skill in analyzing issues, evaluating alternatives, and making logical recommendations based on findings.
· Skill in developing procedures for cost effective management of allocated resources. Skill in functioning in the role of City Engineer.
· Skill in preparing reports and checking designs, details, estimates, plans, and specifications of engineering projects.
· Skill in analyzing and evaluating technical engineering data and construction documentation.
· Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public. Skill in promoting a positive community image of the Public Works Department.
· Skill in using computers and complex engineering software applications, including GIS.
· Skill in assessing and prioritizing multiple tasks, projects and demands. Skill in effective oral and written communication.
